FCTA begins enforcement on 1,095 properties over unpaid ground rent, other charges

The Federal Capital Territory Administration has commenced enforcement actions on 1,095 property titles in Abuja following their revocation for defaulting on statutory payments, including ground rent and land use conversion fees.

The affected properties are located in high-brow districts of Asokoro, Maitama, Garki and Wuse, according to a statement released on Friday by the Senior Special Assistant on Public Communications and Social Media to the FCT Minister, Lere Olayinka.

The administration said the owners failed to settle their financial obligations despite several notices published between May and November in national newspapers, online platforms and television stations.

In a public announcement titled “Commencement of enforcement actions on defaulters of Ground Rent payments, Land Use Conversion Fee, C-of-O bills,” the FCTA said the Minister, Nyesom Wike, had approved the immediate enforcement against the defaulters.

It stated: “The general public particularly holders of property in the FCT are hereby notified that the Minister of the Federal Capital Territory (FCT), His Excellency, Barr. Nyesom Ezenwo Wike, CON has approved commencement of enforcement actions on a total of 1,095 properties in the Federal Capital City (FCC) for defaulting in various payments.”

The statement noted that failure to pay Ground Rent, Certificate of Occupancy bills, Penalty/Violation fees and Land Use Conversion fees violates Section 28(5a)(b) of the Land Use Act and the conditions attached to property titles.

According to the announcement, “Following the expiration of the final grace period of fourteen (14) calendar days on Tuesday, the 25th of November 2025, the FCT Administration will carry out enforcement actions on the 835 properties for defaulting in payment of Ground Rent and 260 properties for defaulting in payment of Violation Fee and Land Use Conversion Fee.”

The FCTA said the enforcement phase will now proceed, having exhausted all avenues to encourage voluntary compliance.
