FCTA to enforce ground rent, land use payment defaulters next week

The Federal Capital Territory Administration (FCTA) has announced that it will begin enforcement measures against defaulters of Ground Rent, Land Use Change/Conversion fees, and Right of Occupancy (R-of-O) and Certificate of Occupancy (C-of-O) bills starting Wednesday, November 26, 2025.

Lere Olayinka, Senior Special Assistant to the FCT Minister on Public Communications and Social Media, confirmed the directive in a statement on Thursday, emphasizing that the administration is taking decisive steps to ensure compliance with land-related obligations within the territory.

The move follows a series of grace periods granted to defaulters.

In May 2025, the FCT Minister, Barrister Nyesom Ezenwo Wike, acting on the intervention of President Bola Ahmed Tinubu, extended a 14-day window for outstanding Ground Rent payments and associated penalties.

This grace period expired on June 9, over five months ago.

Similarly, the FCTA issued notices in September regarding compliance with the revised Land Use/Purpose Clause, giving property owners 30 days to pay a ₦5 million penalty for violations and other applicable fees.

Additional reminders provided a final 14-day grace period for residents in high-profile districts, including Asokoro, Maitama, Garki, and Wuse, set to end on Monday, November 24.

Olayinka further noted that enforcement will target not only original property owners but also individuals who have purchased properties from others without securing Ministerial Consent or registering their Deeds of Assignment.

“The FCTA is committed to ensuring that all property transactions and land use within the Federal Capital City are properly regularized,” he said.

The administration urged all affected parties to regularize their payments and compliance to avoid enforcement actions, which could include legal measures and penalties.
