President Bola Ahmed Tinubu has withheld assent to a bill proposing the establishment of the Federal University of Education, Numan, in Adamawa State.
In a letter addressed to the Speaker of the House of Representatives, Abbas Tajuddeen, and read by Deputy Speaker Benjamin Kalu during Tuesday’s plenary, Tinubu cited legal inconsistencies as reasons for rejecting the bill.
One of the key issues highlighted by the President was Section 22 of the bill, which assigns the authority to dispose of land to the state governor rather than the President, contrary to the legal framework governing federal institutions.
Additionally, Tinubu noted that the bill failed to specify the institution’s authority to award degrees, as Section 25(b) did not include provisions for this critical function.
The bill, which was passed by the House of Representatives in 2024, was forwarded to the President for approval before being declined.
