NCC introduces licensing framework for A2P services to strengthen Nigeria’s telecom sector

The Nigerian Communications Commission (NCC) has rolled out a new Licensing Framework for Application-to-Person (A2P) services, aimed at enhancing structure and transparency within Nigeria’s telecommunications industry.

The announcement was made on Friday by Reuben Muoka, NCC’s Director of Public Affairs, through an official statement.

The framework, developed under the provisions of the Nigerian Communications Act (NCA) of 2003, is now accessible on the Commission’s website.

A2P services, commonly used for automated business communications such as alerts, notifications, and promotional messages, are pivotal to effective business-to-customer interactions.

With this new framework, the NCC aims to regulate these services to ensure efficient, lawful, and seamless delivery, fostering a transparent and dependable ecosystem for both providers and consumers.

The framework outlines enforceable guidelines to safeguard service integrity and enhance telecommunications operations in Nigeria.

This initiative aligns with the NCC’s broader goal of maintaining a well-regulated sector that meets international benchmarks while addressing local market needs.

To encourage stakeholder participation, the NCC has scheduled a virtual forum for December 20, 2024.

The session will allow industry players to discuss the framework, share feedback, and seek clarifications. Stakeholders are also invited to submit their observations and suggestions via email by December 19, 2024, to aadaba@ncc.gov.ng and msyusuf@ncc.gov.ng.

A spokesperson for the Commission emphasized the initiative’s significance, stating, “The A2P framework is a critical step toward ensuring a regulated, dynamic telecommunications sector that meets the needs of businesses and consumers alike.

“We are eager to receive input from all stakeholders to fine-tune this effort.”

Through this initiative, the NCC reaffirms its commitment to fostering governance, compliance, and service excellence, ensuring the telecommunications sector continues to grow sustainably while protecting consumer interests.
